Russian forces conducted four platoon-sized or smaller mechanized and motorized assaults across the theater in the last 48 hours, but these assaults are unlikely to bolster the ongoing Russian spring-summer 2026 offensive. Geolocated footage published on April 18 and 19 indicates that Russian forces conducted two roughly platoon-sized mechanized assaults east of Chasiv Yar (northeast of Kostyantynivka) on April 18 and 19, a motorized assault of multiple Ural transport trucks and at least six motorcycles east of Svyatopetrivka (northwest of Hulyaipole) on April 18, and a roughly platoon-sized mechanized assault near Kucherov, Kursk Oblast (southeast of Glushkovo) on April 19.[1] ISW has observed no evidence that these assaults have resulted in tactically-significant gains, and three of the four assaults do not appear to have made it beyond the currently assessed line of contact.[2] These Russian mechanized and motorized assaults may have been reconnaissance-in-force missions that aimed to probe, identify, or test Ukrainian positions and defenses ahead of future ground assaults. Russian forces may also have conducted relatively independent opportunistic assaults aimed at exploiting perceived or actual tactical advantages near Chasiv Yar, Svyatopetrivka, and Kucherov. Russian forces may intend to conduct mechanized and motorized assaults across the theater to fix Ukrainian forces in areas that are not Russia’s current priority effort: advancing on Ukraine's Fortress Belt in Donetsk Oblast, particularly its northern tip of Slovyansk. However, Russian forces would need to dedicate more expansive forces and materiel over a greater period to achieve an operationally significant fixing effect. Russian forces are conducting these assaults as Ukrainian forces have managed to restrain Russian advances in several areas of the frontline, including the priority Russian effort in the Slovyansk direction and other Russian efforts against Vovchansk, Kharkiv Oblast, advancing northwest from Pokrovsk, Donetsk Oblast and west from Hulyaipole toward Orikhiv, Zaporizhia Oblast, and outflanking Orikhiv along the western bank of the Kakhovka Reservoir.[3] Russian forces have sought to maintain the illusion of advancing across several axes simultaneously during their spring-summer 2026 offensive as part of a longstanding cognitive warfare campaign aimed at convincing Ukraine and the West that Ukraine's defensive lines face imminent collapse.[4] The Russian offensive remains underwhelming so far, however. Russian forces are allocating forces in such a way that siphon resources from the main effort, and the April 18-19 mechanized and motorized assaults largely do not support the Slovyansk effort. Only the assault northwest of Hulyaipole was in an area that Russian forces have reportedly reinforced with strategic reserves, and Russian forces continue to struggle to achieve their goals for the spring-summer offensive.[5]

 

The Ukrainian Unmanned Systems Forces (USF) employed an unmanned surface vessel (USV)-launched interceptor drone to intercept a Russian Shahed long-range strike drone for the first time and are creating USF naval drone battalions. The Ukrainian USF published footage and reported on April 19 that Ukrainian forces downed a Shahed drone with a USV-launched interceptor drone for the first time in naval military history.[6] Ukrainian USF Commander Major Robert “Magyar” Brovdi reported on April 19 that Ukrainian forces have already formed a naval drone battalion for such missions in one USF brigade and are forming another such battalion in a different USF brigade.[7] Russian milbloggers complained in response that the Russian USF is lagging in terms of drone adaptation and blamed the situation on rampant cronyism.[8]

 

A Russian defense industrial enterprise director criticized how the Russian government’s adopted economic policies have overcooled the Russian economy to the detriment of Russia’s import substitution efforts. Director of the Cherepovets Casting and Mechanical Plant, which produces machinery and machine tooling components, Vladimir Boglaev, claimed on April 17 that Russian contractionary economic policies have overcooled the Russian economy and claimed that some experts are warning that the Russian economy is in a "fundamental crisis."[9] Boglaev suggested that the Russian government is not correcting the situation because it is not aware of the real economic data. Boglaev asked where the Russian government is obtaining its economic data, as Russian economists have been warning about the risk of economic overcooling to the extent that the current problems are not at all surprising. A prominent Russian milblogger responded to Boglaev by claiming that this is a political crisis that Russian authorities have created themselves by reporting rosy reports containing distorted data up the chain, resulting in leaders not having a good understanding of reality.[10] Boglaev’s statement notably comes as Russian President Vladimir Putin faces falling approval rates, and Russian regions far from the frontline are beginning to acknowledge the negative impacts of the war publicly.[11] Ukrainian forces have notably conducted high-profile strikes against the Cherepovets plant in Vologda Oblast in recent weeks.[12] Boglaev's complaints follow Leningrad Oblast Governor Alexander Drozdenko's recent acknowledgement of the impacts of Ukrainian strikes against the oblast, and Leningrad Oblast may be preparing to conduct unpopular, limited, compulsory reserve call-ups to defend critical infrastructure against Ukrainian strikes.[13] Russian state-run opinion polls are also acknowledging that Putin's approval ratings have fallen weekly since early March 2026, likely in part a recognition that the constraints and impacts of the war in Ukraine on Russia's economy and the daily lives of Russians are generating discontent that the Kremlin cannot completely ignore.[14] A prominent Russian milblogger, who has recently complained about Russian air defense failures, called on Russian authorities on April 19 to move all defense industrial base (DIB) facilities east of the Ural mountain range to protect the facilities from Ukrainian strikes following a repeat Ukrainian strike against a DIB facility in Rostov Oblast.[15]

We will continue to evaluate and report on the effects of these criminal activities on the Ukrainian military and the Ukrainian population and specifically on combat in Ukrainian urban areas. We utterly condemn Russian violations of the laws of armed conflict and the Geneva Conventions and crimes against humanity even though we do not describe them in these reports.

Ukrainian Operations in the Russian Federation

 

Ukrainian forces struck a Russian defense industrial facility in Taganrog, Rostov Oblast and may have struck port infrastructure in Yeysk, Krasnodar Krai, overnight on April 18 to 19. The Ukrainian General Staff and Ukrainian Navy reported that Ukrainian forces struck production facilities at the Atlant Aero drone development and production plant in Taganrog (about 163 kilometers from the frontline) using Neptune missiles overnight.[16] The Atlant-Aero plant produces Molniya-type drones and components for Orion reconnaissance and strike drones.[17] Geolocated footage published on April 19 shows a fire and smoke plume near the Atlant Aero plant.[18] Rostov Oblast Governor Yuriy Slyusar claimed that a Ukrainian drone strike damaged commercial infrastructure and warehouses in Taganrog.[19] Ukrainian forces struck the Atlant Aero plant on January 13 and March 30.[20] Geolocated footage published on the evening of April 18 shows smoke and fires at the Yeysk seaport following a Ukrainian drone strike, and Russian authorities acknowledged a Ukrainian drone strike against the Yeysk seaport overnight on April 18 to 19.[21]

 

Ukraine clarified damage to Russian oil infrastructure from recent strikes. The Ukrainian General Staff reported that Ukraine's April 15 to 16 strikes against the Tuapse, Krasnodar Krai oil refinery damaged its oil processing unit and storage tanks as well as oil loading berths, buildings, and additional storage tanks at the Tuapse port oil terminal.[22]

 

Russian Supporting Effort – Northern Axis (Russian objective: Create defensible buffer zones in Sumy Oblast along the international border)

 

Russian forces recently advanced in Kursk Oblast. Geolocated footage published on April 18 shows Ukrainian forces striking Russian mechanized vehicles north of Kucherov (southeast of Glushkovo) during a roughly platoon-sized mechanized assault.[23]

 

 

Russian forces recently conducted infiltration missions in northern Sumy Oblast. Geolocated footage published on April 18 shows Ukrainian forces striking a Russian position southeast of Myropillya (northeast of Sumy City) after what ISW assesses were Russian infiltration missions.[24]

 

Russian Main Effort – Eastern Ukraine

 

Russian Subordinate Main Effort #1 – Kharkiv Oblast (Russian objective: Push Ukrainian forces back from the international border to create a defensible buffer zone with Belgorod Oblast and approach to within tube artillery range of Kharkiv City)

 

Russian forces continued limited offensive operations in the Kharkiv and Velykyi Burluk directions on April 19 as Ukrainian forces conducted limited counterattacks.[25] A Russian milblogger claimed on April 18 that Russian forces advanced northwest of Shevyakivka (northeast of Velykyi Burluk).[26]

 

 

 

Russian Subordinate Main Effort #2 – Oskil River (Russian objective: Cross the Oskil River in Kharkiv Oblast and push westward into eastern Kharkiv Oblast and northern Donetsk Oblast)

 

 

Russian forces continued infiltration missions in the Kupyansk direction on April 19 as Ukrainian forces continued counterattacks near Kupyansk itself.[27] Geolocated footage published on April 17 shows Ukrainian forces striking a Russian-occupied building in central Kupyansk after what ISW assesses were Russian infiltration missions.[28]

 

Russian forces continued limited ground operations southeast of Borova on April 19 but did not advance.[29]

 

Russian Subordinate Main Effort #3 – Donetsk Oblast (Russian objective: Capture the entirety of Donetsk Oblast, the claimed territory of Russia’s proxies in Donbas, and advance into Dnipropetrovsk Oblast)

 

 

Russian forces continued offensive operations in the Slovyansk direction on April 19 but did not advance.[30]

 

Intense Russian drone strikes are hindering Ukrainian anti-drone net construction near Lyman. Lyman Military Administration Head Oleksandr Zhuravlyov reported on April 19 that constant Russian fiber-optic first-person view (FPV) drone strikes against Lyman and Lymanska Hromada have made it impossible for Ukrainian forces to restore destroyed anti-drone nets.[31]

 

Russian forces continued offensive operations in the Kostyantynivka-Druzhkivka tactical area on April 19 but did not advance.[32]

 

Ukrainian forces advanced in the Kostyantynivka-Druzhkivka tactical area on prior dates. Geolocated footage published on March 27 shows Russian forces striking Ukrainian positions in northeastern Kostyantynivka in an area where Russian forces conducted an infiltration mission as of March 8.[33] Geolocated footage published on April 16 shows Russian forces shelling Ukrainian positions in eastern Kostyantynivka, indicating that Russian forces likely do not hold positions in the immediate vicinity of the Ukrainian position.[34] Geolocated footage published on April 15 indicates that Ukrainian forces maintain positions in northeastern Kostyantynivka, contrary to Russian claims, and that Russian forces marginally infiltrated the area.[35] ISW assesses that these changes did not occur within the last 24 hours.

 

 

Russian forces continued offensive operations in the Dobropillya tactical area and the Pokrovsk, Novopavlivka, and Oleksandrivka directions on April 19 but did not advance.[36]

 

 

Ukrainian forces continued their mid-range strike campaign against Russian military assets near occupied Mariupol, Donetsk Oblast, overnight on April 18 to 19. The Ukrainian General Staff reported on April 19 that Ukrainian forces struck Russian equipment depots near occupied Manhush (roughly 103 kilometers from the frontline), Topolyne (roughly 98 kilometers from the frontline), and Mariupol (roughly 107 kilometers from the frontline).[37]

 

Russian Supporting Effort – Southern Axis (Russian objective: Maintain frontline positions, secure rear areas against Ukrainian strikes, and advance within tube artillery range of Zaporizhzhia City)

 

Russian forces conducted ground attacks and infiltration missions in the Hulyaipole direction northwest of the town on April 19 but did not make confirmed advances.[38] The Ukrainian General Staff indicated that Russian forces conducted 21 ground assaults on April 19, or about 50 percent more ground attacks in the Hulyaipole direction compared to April 18.[39] Russian forces notably conducted a motorized assault east of Svyatopetrivka (northwest of Hulyaipole) on April 18.[40] A Russian milblogger claimed that Russian forces advanced south of Vozdvyzhivka (northwest of Hulyaipole).[41]

 

 

Russian forces continued limited ground attacks in western Zaporizhia Oblast and the Kherson direction on April 19 but did not advance.[42] A Russian milblogger claimed that Ukrainian forces counterattacked northwest of Orikhiv.[43]

 

 

 

Ukrainian forces continued their mid-range strike campaign against Russian military assets in occupied Zaporizhia Oblast overnight on April 18 to 19. The Ukrainian General Staff reported that Ukrainian forces struck Russian materiel and equipment warehouses near occupied Smile and fuel tanks near occupied Novopoltavka (both about 34 kilometers from the frontline).[44]

 

Russian Air, Missile, and Drone Campaign (Russian Objective: Target Ukrainian military and civilian infrastructure in the rear and on the frontline)

 

Russian forces continued long-range drone strikes against Ukraine overnight on April 18 to 19. The Ukrainian Air Force reported that Russian forces launched 236 Shahed-type, Gerbera-type, Italmas-type, and other long-range strike drones, including about 150 Shaheds, from the directions of Bryansk, Kursk, and Oryol cities; Shatalovo, Smolensk Oblast; Millerovo, Rostov Oblast; Primorsko-Akhtarsk, Krasnodar Krai; occupied Donetsk City; and occupied Hvardiiske, Crimea.[45] The Ukrainian Air Force reported that Ukrainian forces downed 203 drones, that 32 drones struck 18 locations, and that drone debris fell at eight locations. Ukrainian officials reported that Russian strikes damaged educational, industrial, and residential infrastructure in Chernihiv City and railway infrastructure in Poltava Oblast.[46]

 

Ukrainian President Volodymyr Zelensky stated on April 19 that Russian forces launched over 2,360 long-range strike drones, over 1,320 guided glide bombs, and almost 60 missiles against Ukraine during the previous week (from April 12 to 19).[47]
