Order of Battle of the Iranian Artesh Ground Forces

Iranian leaders face fundamental questions about their strategy and military priorities in the aftermath of the Israel-Iran war. They failed to deter US and Israeli strikes or to defend their airspace, giving Israeli forces the freedom to strike a wide range of critical targets across Iran. Iranian missile forces failed to penetrate Israeli air defenses at any significant scale, preventing Iran from imposing a serious cost on Israel for its strike campaign. These events represent a complete failure of Iranian security policy, which has long focused on deterring and defending against a conventional attack by the United States and Israel. Iranian leaders must now rethink their military approach fundamentally, which could change how they wield the forces at their disposal. They could, among other things, reconsider the division of responsibilities between their two military institutions: the Islamic Revolutionary Guards Corps (IRGC) and the conventional military known as the Artesh. Tehran has traditionally assigned its most critical missions to the IRGC but could increasingly look to the Artesh in the months and years ahead, especially given how poorly the IRGC fared in the recent fighting. This report examines the order of battle of the Artesh Ground Forces to inform the public discourse ahead of any major changes to Iranian security policy.

 Overview of the Artesh

The Artesh predates the Iranian revolution and was formerly the Shah’s imperial army.[i] The founder and first supreme leader of the Islamic Republic, Rouhollah Khomeini, criticized the imperial army in the years before the revolution, describing it as a US proxy force.[ii] Khomeini decided to preserve the Artesh after the revolution to prevent it from opposing him but continued to view it with suspicion.[iii] This mistrust led the regime to assign the Artesh the responsibility of defending Iran from foreign attack and preserving its territorial integrity—rather than giving it more sensitive missions.[iv] The regime instead assigned its most critical tasks to the newly formed IRGC, which was designed to be deeply ideological and loyal to the clerical establishment.[v] The Artesh has largely retained its defensive posture since the Islamic Republic was formed.

The regime has spent decades installing loyalists to head the Artesh and purging its ranks of potential dissent. These loyalists include Major General Abdol Rahim Mousavi, who was the Artesh commander from 2017 to the Israel-Iran war.[vi] Mousavi became the chief of the Armed Forces General Staff—the most senior military position in Iran—after Israel killed his predecessor, Major General Mohammad Bagheri.[vii] Mousavi is the first Artesh officer to hold the position of AFGS chief, highlighting the trust that the regime has apparently developed in Artesh leadership.[viii]

The regime has entrusted the Artesh with increasingly sensitive responsibilities and missions in recent years, further highlighting how this trust has developed.[ix] The Artesh Ground Forces helped suppress the 2017-2018 Dey Protests.[x] Artesh Ground Forces Commander Brigadier General Kiomars Heydari warned in November 2022 at the height of the Mahsa Amini Protest Movement that protesters would “no longer have a place” in Iran if Supreme Leader Ali Khamenei ordered a more brutal crackdown on them.[xi] The Artesh Ground Forces’ involvement in protest suppression marks a significant inflection, given that this institution was not always involved in maintaining internal security and regime stability. In fact, elements of the Artesh issued a statement criticizing the IRGC and Basij for forcefully quelling protests during the 2009 Green Movement.[xii] The Artesh Ground Forces is well-positioned to support protest suppression as it has more than twice as many service members as the IRGC Ground Forces and operates most of Iran’s helicopter and tank arsenals.[xiii]

The Artesh Ground Forces has also conducted expeditionary missions in recent years, which represents another change from how the regime used the Artesh previously. Elements of the Artesh 45th Special Forces Brigade, 65th Airborne Special Forces Brigade, 258th Mobile Assault Brigade, and 388th Mechanized Assault Brigade deployed to Syria in an “advisory” capacity to support the Bashar al Assad regime during the Syrian Civil War.[xiv] These deployments marked the first Artesh Ground Forces deployments abroad since the Iran-Iraq War.[xv] The exact role of Artesh Ground Forces units in the Syrian Civil War remains unclear. Iranian media announced in April 2016 that four senior commanders of the 65th Airborne Special Forces Brigade, 45th Special Forces Brigade, and 258th Mobile Assault Brigade had died while defending the “Aleppo axis” from Syrian opposition forces.[xvi] The 65th Airborne Special Forces Brigade is one of the most elite units in the Artesh Ground Forces and specializes in “guerilla warfare, close combat, hostage release [operations], psychological operations, sabotage behind enemy lines, parachuting, countering aircraft hijacking, and protecting individuals,” according to Iranian state media.[xvii]  

Restructuring of the Artesh Ground Forces

Iranian leaders have sought since at least the early 2010s to transform the Artesh Ground Forces from a mostly static force designed to defend Iran’s borders to a nimble force that can respond more quickly to disparate threats both inside and outside of Iran. The restructuring that occurred in the 2010s resembles the US Army’s modular brigade combat team concept. This transformation required Iranian military leaders to make a few changes to the force, most notably by creating independent brigades and mobile assault brigades.

Iranian military leaders in the late 2000s realized that they needed to contend with a larger and more diverse spectrum of threats than just Iraqi or Afghan Taliban attacks across the western and eastern Iranian borders. This realization is very similar to the conclusions that US Army leaders reached in the late 1990s and early 2000s. These conclusions ultimately led to the US Army’s modular brigade combat team concept, which sought to create a more flexible US Army that could respond to anything on the “threat spectrum” without deploying entire divisions.[xviii] The creation of independent brigades enables commanders to task a single brigade to address a crisis with its organic assets without sacrificing the readiness of a parent division by assigning division assets to a subordinate brigade.[xix] Iranian leaders recognized that the future Artesh would need to respond to a much wider spectrum of threats and that Ground Forces units would need to “command [themselves] independently” to confront threats that emerge “from multiple points or simultaneously on multiple fronts,” in the words of one former Artesh Ground Forces commander.[xx]

Iran’s decision to create independent and mobile assault brigades aimed to realize the Artesh Ground Forces’ ambition to transform into a nimbler force. The Artesh Ground Forces separated several brigades from their divisions in the early 2010s and had created numerous mobile assault brigades by 2017.[xxi] CTP has identified 11 independent brigades and 17 mobile assault brigades, though Iran claims that 21 mobile assault brigades exist.[xxii] Both types of brigades give Iranian commanders flexibility to deploy units quickly in a crisis. An independent brigade, equipped with its own organic sustainment and other capabilities, would enable a commander to task a single brigade to address a crisis without sacrificing the readiness of a larger unit. The mobile assault brigades represented a shift from static “defensive” infantry brigades to maneuver “offensive” brigades that one Iranian Artesh Ground Forces commander said would be able to “be present at the site of a threat in the shortest amount of time.”[xxiii] The new mobile assault brigades do not appear to be “offensive” in the sense that they are organized to conduct attacks into neighboring countries (though they could presumably do so). Iran more likely designed these units to respond to internal crises, such as insurgent threats and foreign invasions. Iran deployed several independent brigades to Syria during the Syrian Civil War, highlighting the value of independent brigades.  

The Artesh Ground Forces in the Israel-Iran War

The Israel-Iran war in June 2025 primarily affected the Artesh Air Force and Air Defense Force, with only limited effects on the Artesh Ground Forces and Navy. The Israel Defense Forces (IDF) primarily targeted the Artesh Air Force and Air Defense Force to degrade Iran’s ability to conduct counter-air missions and challenge Israeli air superiority.[xxiv] The Artesh Ground Forces and Navy did not present serious threats to Israeli operations and were therefore not significant targets for the IDF. The IDF nevertheless reportedly struck several Artesh Ground Forces assets and units during the Israel-Iran war. The fact that the IDF struck these assets and units should not be taken as evidence that the IDF was targeting the Artesh Ground Forces in these strikes. It is not clear what Iran housed at many of these facilities, and the Israeli airstrikes could be related to other Israeli objectives. Air defense assets located at Artesh Ground Forces facilities are among the most likely targets the IDF would have sought to engage at Artesh Ground Forces bases. The IDF targeted the following Artesh Ground Forces sites and units:

  • An ammunition depot belonging to the 216th Armored Brigade in Zanjan City, Zanjan Province.[xxv] The 216th Armored Brigade is located near a helipad. It is unclear if any helicopters were at the helipad or if the IDF targeted the helipad during the war. The IDF targeted Iranian helicopters in other cities during the war because Iran reportedly intended to use helicopters to attack Israeli aircraft operating in Iranian airspace.[xxvi]
  • The 84th Infantry Division in Khorramabad, Lorestan Province.[xxvii] It is unclear why the IDF targeted this unit. The 84th Infantry Division’s base is located next to Khorramabad Airport and less than 10 miles from the Imam Ali Missile Base. Israeli airstrikes damaged multiple buildings at the Imam Ali Missile Base, which the IRGC Aerospace Force reportedly used to produce Shahab-3 ballistic missiles.[xxviii] Iranian media reported air defense activity in Khorramabad during the war.[xxix]
  • The 292nd Armored Brigade in Dezful, Khuzestan Province.[xxx]
  • The 71st Mechanized Infantry Brigade in Sarpol-e Zahab, Kermanshah Province.[xxxi] Iranian media reported in April 2024 that units at the Abouzar Garrison, which is where the 71st Mechanized Infantry Brigade is headquartered, participated in an air defense exercise.[xxxii]

Iranian media confirmed the death of three members of the 84th Infantry Division on June 19.[xxxiii] Iranian media separately reported on June 22 that an Israeli drone strike killed former 71st Mechanized Infantry Brigade Commander Colonel Ali Hossein Mohammadi.[xxxiv]

Methodology

The Artesh Ground Forces has not publicly disclosed its structure, so the following order of battle is an assessment of the Artesh Ground Forces’ structure based on open-source information, including Iranian media reports and social media posts. CTP assessed that a brigade was subordinate to a division if the division commander inspected a specific brigade or attended the appointment ceremony for a new brigade commander. CTP could neither verify that the 36th Brigade is an independent brigade nor identify a division to which this brigade is subordinate.

We have used the NATO symbology for motorized infantry brigades to denote mobile assault brigades. CTP is unable to verify the table of organization and equipment for Iranian mobile assault brigades, and it is unclear if they are motorized or mechanized. It is unlikely that mobile assault brigades are identical to infantry brigades given their distinct role and emphasis on mobility.

Order of Battle

The order of battle below includes three echelons of command of the Artesh Ground Forces. Regional headquarters are the highest level of command. Their commanders are brigadier generals first class (equivalent to US major generals) or second class (roughly equivalent to US brigadier generals).[xxxv] The Artesh Ground Forces has five regional headquarters located in West Azerbaijan (northwest), Kermanshah (west), Khuzestan (southwest), Khorasan Razavi (northeast), and Kerman (southeast) provinces. Twenty-one of Iran’s 31 provinces, including 15 of 17 border provinces, are overseen by a regional headquarters. Each regional headquarters covers several provinces and oversees several divisions and brigades within its area of responsibility. Divisions are commanded by brigadier generals second class, while most brigades are commanded by colonels.

This order of battle does not cover all branches of the Artesh Ground Forces, such as the artillery, missile, and drone units and the aviation wing.

The following order of battle is organized by regional headquarters. The order of battle also includes brigades and divisions that are located in provinces that are not overseen by a regional headquarters. These provinces include Fars, Kohgiluyeh and Boyer Ahmad, Esfahan, Chaharmahal and Bakhtiari, and Tehran. The provinces of Alborz, Bushehr, Gilan, Markazi, and Qom are also not overseen by a regional headquarters, but there are no brigades or divisions headquartered in these provinces.

There are no divisions or brigades headquartered in Kohgiluyeh and Boyer Ahmad Province.
