[1] The 7th of Tir is a subordinate of Defense Industries Organization (DIO), which has been sanctioned for its proliferation activities. The U.S. Treasury alleges that the 7th of Tir is directly involved in Iran’s nuclear program.

[2] According to UNSCR 1803, Rashidi is involved in enrichment work at Natanz.

[3] Ashtiani is a senior official at the Atomic Energy Organization of Iran (AEOI) Office of Exploration and Mining Affairs. AEOI has been sanctioned for managing Iran’s nuclear program.

[4] Al-Muhandis is an advisor to Qasem Soleimani, the commander of the Qods Force, which has been sanctioned for supporting terrorist groups. Al-Muhandis has threatened the peace and stability of Iraq by providing support to Shia militia groups in Iraq.

[5] AIO is responsible for Iran’s ballistic missile research, development and production activities and organizations.

[6] Derakhshandeh is the Chairman and Managing Director of Bank Sepah, which has been sanctioned for supporting the AIO.

[7] Dastjerdi is the head of the AIO.

[8] Vice Adm. Ahmadian is the Chief of the IRGC Joint Staff. The IRGC has been sanctioned for supporting terrorism.

[9] Leilabadi is the Director General of Mesbah Energy Company, a subordinate of the AEOI which has also been sanctioned.

[10] Amin Industrial Complex is an end-user of maraging steel, which is used to create gas centrifuges for uranium enrichment and which also has ballistic missile applications, provided by Karl Lee and LIMMT-affiliated front companies, which have been sanctioned as well.

[11] Alai manages the assembly and engineering of centrifuges.

[12] Rahimi is the head of the Esfahan Nuclear Fuel Research and Production Centre (NFRPC), which is part of the AEOI’s Nuclear Fuel Production and Procurement Company, which is involved in enrichment.

[13] AMIG controls the 7th of Tir and is owned by the DIO.

[14] The AIG, a subordinate of the DIO manufactures arms.

[15] AEOI is the main Iranian institute for research and development activities in the field of nuclear technology, including Iran's centrifuge enrichment program and experimental laser enrichment of uranium program. It manages Iran's overall nuclear program and reports directly to the Iranian president.

[16] Bahmanyar is the head of the Finance and Budget Department at the AIO.

[17] Bank Khargoshaee is owned or controlled by Bank Melli, which has been sanctioned for engaging in proliferation activities.

[18] Bank Mellat provides banking services to Iran's nuclear sector, particularly the AEOI and its subsidiary Novin Energy Company, and which has reported $1.4 billion in assets in UAE. Also sanctioned was the Bank Mellat subsidiary, Mellat Bank SB CJSC, located in Armenia.

[19] Bank Melli, Iran's largest bank, provides financial services for Iranian front companies and entities engaged in proliferation activities and is widely used by the IRGC. Two Bank Melli affiliates were also sanctioned: Bank Melli Iran Zao (Moscow) and Melli Bank PC (U.K.).

[20] BMIIC, one of the largest publicly listed companies on Tehran's Stock Exchange, is a subsidiary of Bank Melli. Also sanctioned were nine BMIIC affiliates: BMIIC International General Trading Ltd., Melli Investment Holding International (MEHR), Cement Investment and Development Company (CIDCO), Mazandaran Textile Company, Melli Agrochemical Company, MEHR Cayman Ltd. (a MEHR affiliate), First Persian Equity Fund (a MEHR affiliate), Mazandaran Cement Company (a CIDCO affiliate), and Shomal Cement Company (a CIDCO affiliate).

[21] Bank Melli Printing and Publishing Co., a subsidiary of Bank Melli, meets the printing needs of Bank Melli's domestic branches and other government institutions in Iran.

[22] Bank Sederat has been used by the Iranian government to funnel Iranian money to Hezbollah, Hamas, PIJ, and other Iranian supported terrorist groups.

[23] Bank Sepah, and its subsidiary Bank Sepah International, provide support for the AIO and its subordinates, including the Shahid Hemmat Industrial Group (SHIG) and the Shahid Bagheri Industrial Group (SBIG).

[24] Asgarpour is the operational manager of the nuclear reactor in Arak.

[25] The Cruise Missile Industry Group, which produces and develops cruise missiles, is responsible for all naval missiles.

[26] Agha-Jani is the head of the Pilot Fuel Enrichment Plant at Natanz.

[27] The DIO is controlled by the Ministry of Defense Armed Forces Logistics (MODAFL), which has been sanctioned for its involvement in missile technology proliferation activities. Subordinates of the DIO have been involved in centrifuge component and missile programs.

[28] Monajemi is the Construction Project Manager at Natanz.

[29] The NFRPC and ENTC are parts of the AEOI’s Nuclear Fuel Production and Procurement Company, which is involved in enrichment.

[30] The EDBI provides financial services to the MODAFL. Three EDBI subsidiaries were also sanctioned: EDBI Stock Brokerage Company, EDBI Exchange Company, and Banco Internacional de Desarollo, C.A.

[31] The Fajr Industrial Group, formerly the Instrumentation Factory Plant, is a subsidiary of the AIO.

[32] Farayand Technique has been identified in IAEA reports for its involvement in Iran’s centrifuge program.

[33] Abbasi-Davani is a senior MODAFL scientist with links to the Institute of Applied Physics. He works closely with Mohsen Fakhrizadeh-Mahabadi, another senior MODAFL scientist who has also been sanctioned.

[34] Gharargahe Sazandegi Ghaem is a company owned or controlled by the IRGC.

[35] Soleymani is the Director of Uranium Mining Operations at the Saghand Uranium Mine.

[36] Ghorb Nooh is a company owned or controlled by the IRGC.

[37] Ghorb-e Karbala is a company owned or controlled by the IRGC.

[38] Bakhtiar is involved in the production of highly concentrated magnesium.

[39] Mohajerani is involved in production management at the Uranium Conversion Facility (UCF) at Esfahan.

[40] The Hara Company is owned or controlled by the IRGC.

[41] Gen. Salimi is the Commander of the IRGC Air Force.

[42] Nobari is involved in the management of the Natanz enrichment complex.

[43] The HESA and its subsidiary, Farasakht Industries, are owned or controlled by MODAFL and provide support to the IRGC.

[44] IEI and its subsidiaries, Shiraz Electronics Industries and Iran Communications Industries, manufacture military equipment and are owned or controlled by MODAFL.

[45] The IRISL facilitates shipments of military-related cargo destined for MODAFL and its subordinate entities. Also sanctioned were eighteen IRISL affiliates: Valfajr 8th Shipping Line Co SSK, Khazar Sea Shipping Lines, Irinvestship Ltd., Shipping Computer Services Company, Iran o Misr Shipping Company, Iran o Hind Shipping Company, IRISL Marine Services & Engineering Company, Irital Shipping SRL Company, South Shipping Line Iran, IRISL Multimodal Transport Co., Oasis Freight Agencies, IRISL Europe Gmbh, IRISL Benelux NV, IRISL China Shipping Co., Ltd., Asia Marine Network Pte. Ltd., CISCO Shipping Co. Ltd., and IRISL (Malta) Limited.

[46] The IRGC is considered the military vanguard of Iran, and elements of the IRGC have been directly involved in the planning and support of terrorist acts.

[47] Jabber Ibn Hayya, a part of the AEOI, is involved in the field of research and development in the nuclear cycle and provides laboratory services for the AEOI nuclear production division.

[48] Mohammadi is a technical adviser to the AEOI who manages the production of valves for centrifuges.

[49] Joza Industrial Company is a front company for SHIG.

[50] Kala-Electric is a provider for the Pilot Fuel Enrichment Plant at Natanz.

[51] The Karaj Nuclear Research Centre is a part of the AEOI’s research division.

[52] Kaveh Cutting Tools is involved in material purchases for Iran's centrifuge program.

[53] Kavoshyar, a subsidiary of the AEOI, has sought glass fibres, vacuum chamber furnaces and laboratory equipment for Iran’s nuclear program.

[54] Khatam ol Anbiya is an IRGC construction and contracting arm with $7 billion in oil and gas deals.

[55] Khorasan Metallurgy, a subsidiary of the AMIG, is involved in the production of centrifuge components. It is also an end-user of maraging steel, which is used to create gas centrifuges for uranium enrichment and which also has ballistic missile applications, provided by Karl Lee and LIMMT-affiliated front companies, which have been sanctioned as well.

[56] Sabet is the head of the Novin Energy Company.

[57] Ketabachi is the head of the SBIG.

[58] Mesbah Energy is a provider for the A40 research reactor at the Arak facility.

[60] Mizan Machine Manufacturing is a front company utilized by the AIO in commercial transactions, particularly to acquire sensitive material for Iran's ballistic missile program. It has also acted on behalf of the SHIG, particularly to acquire equipment that could be used to calibrate guidance and control instruments for more accurate targeting of Iran's ballistic missiles.

[61] Dr. Eslami is the head of the Defence Industries Training and Research Institute.

[62] Ashiani is involved in the management of the Natanz enrichment complex.

[63] Brig. Gen. Hejazi is the commander of the Basij resistance force, a paramilitary militia subordinate to the IRGC.

[64] Lt. Gen. Nouri is the rector of Malek Ashtar University of Defence Technology and is affiliated with the MODALF.

[65] Qannadi is Vice President for Research and Development at the AEOI.

[66] Brig. Adm. Naqdi, former Deputy Chief of Armed Forces General Staff for Logistics and Industrial Research and former Head of State Anti-Smuggling Headquarters, has been engaged in efforts to evade sanctions.

[67] Brig. Gen. Zahedi is the commander of the IRGC Ground Forces.

[68] Fakhrizadeh-Mahabadi is a senior MODAFL scientist and former head of the Physics Research Centre (PHRC). He refused IAEA requests to be interviewed regarding PHRC activities.

[71] Brig. Gen. Rezaie is the Deputy Commander of the IRGC.

[74] Niru Battery Manufacturing manufactures power units for the Iranian military and has greatly enhanced Iranian armed forces' military capability according to a former MODAFL director.

[75] Novin Energy operates within AEOI and has transferred funds on behalf of AEOI to entities associated with nuclear program.

[76] Omran Sahel is a construction affiliate of IRGC.

[77] Oriental Oil Kish is an oil exploration firm owned or controlled by the IRGC.

[78] Parchin Chemical is a branch of the DIO producing ammunition, explosives, and solid propellants for rockets and missiles.

[79] Pars Aviation Services maintains various aircraft, including the MI-171, which are used by the IRGC Air Force.

[80] Pars Trash has been identified in IAEA reports for its involvement in Iran’s centrifuge program.

[81] Pioneer Energy Industries provides services to the AEOI.

[82] Brig. Gen. Soleimani is the commander of the Qods Force.

[83] Qods Aeronautics produces unmanned aerial vehicles, parachutes, para-gliders, and para-motors, which the IRGC have used as par of its asymmetric warfare doctrine.

[96] Sho’a’ Aviation produces micro-lights which the IRGC has claimed it is using as part of its asymmetric warfare doctrine.

[98] Ya Mahdi Industries, a subsidiary of the AIO, is involved in international purchases of missile equipment.

[99] Maj. Gen. Safavi is the commander of the IRGC.

[100] Yazd Metallurgy is an end-user of items provided by Karl Lee and LIMMT-affiliated front companies.

[101] Gen. Zolqadr is an IRGC officer and the Deputy Interior Minister for Security Affairs.

[103] ALCO has supplied Iran's military and Iranian proliferators with missile-related and dual-use components.

[108] Kata’ib Hezbollah, an Iraqi Shia militia group supported by the Qods Force, targets and kills Coalition and Iraqi Security Forces.

[111] Fangwei, the Commercial Manager of LIMMT, has sold goods such as graphite to entities involved with Iran's missile program.

[114] Tanchon Commercial Bank finances sales of ballistic missiles from KOMID to SHIG and has maintained a relationship with Bank Sepah which is believed to have been used for North Korea-Iran proliferation-related transactions.

[115] Tula Instrument Design sells laser-guided artillery shells to Iran.

[116] These include Zibo Chemical Equipment Plant, China North Industries Corp, China Precision Machinery Import/Export Corp, Oriental Scientific Instruments Corporation, Beijing Institute of Opto-Electronic Technology, Baranov Engine Building Association Overhaul Facility, Vadim V. Vorobey, Belarus Belvneshpromservice, Mikrosam, Blagoja Smakoski, Goodly Industrial Company Ltd., Changgwang Sinyong Corporation, and Elmstone Services and Trading FZE.

[117] The individuals include Indian scientists Dr. Surender and Dr. Y.S.R Prasad.

[118] The entities, including North Korea's Paeksan Associated Corporation and Taiwan's Ecoma Enterprise Co., allegedly supplied Iran's missile program.

[122] These include Shanghai Non-Ferrous Metals Pudong Development Trade Company (China); Iran’s Defense Industries Organization; Sokkia Company (Singapore); Challenger Corporation (Malaysia); Target Airfreight (Malaysia); Aerospace Logistics Services (Mexico); and Arif Durrani (Pakistani national).

[123] These include China Xinshidai Co.; China Shipbuilding and Offshore International Corp.; Huazhong CNC (China); IRGC; Korea Mining Development Corp. (North Korea); Korea Taesong Trading Co. (NK); Yolin/Yullin Tech, Inc.
